OPEN LETTER TO THE INDEPENDENT NATIONAL ELECTORAL COMMISSION (INEC)
A CALL FOR URGENT WARD DELINEATION AND ELECTORAL JUSTICE FOR IJAW COMMUNITIES IN EDO STATE

Subject: Urgent Need for Fresh Ward Delineation in Ovia South-West, Ovia North-East and Ikpoba-Okha Local Government Areas to Address the Political Marginalization of Ijaw Communities in Edo State
Dear Sir,
I write this open letter as a concerned citizen, development advocate, and stakeholder in the democratic future of the Ijaw people of Edo State. This appeal is borne out of a deep sense of concern over the prolonged political marginalization and under-representation suffered by Ijaw communities across Ovia South-West, Ovia North-East, and Ikpoba-Okha Local Government Areas of Edo State.
The Independent National Electoral Commission, as the constitutional body charged with the responsibility of ensuring electoral fairness, political inclusion, and equitable representation, owes a duty to all Nigerians to guarantee that no community is denied meaningful participation in the democratic process due to outdated electoral structures.
The Plight of Edo Ijaws
For decades, the Ijaw people of Edo State have remained one of the most politically disadvantaged ethnic nationalities in the state despite their historical presence, population strength, economic contributions, and strategic importance to the development of the Niger Delta region.
Many Ijaw communities are dispersed across various local government areas and wards in a manner that has significantly weakened their political voice and electoral influence. As a result, numerous communities have consistently struggled to secure adequate representation in elected offices and decision-making institutions.
This situation has created a growing perception of exclusion, inequality, and democratic injustice among many affected communities.
Constitutional Principles of Fair Representation
The Constitution of the Federal Republic of Nigeria recognizes the principles of fairness, equality, participation, and representation. Democracy can only thrive when electoral structures accurately reflect population realities and ensure that all communities have a fair opportunity to participate in governance.
The recent ward delineation exercise conducted in parts of the Niger Delta, particularly within the Warri Federal Constituency, demonstrates that INEC possesses both the constitutional authority and technical capacity to review existing electoral arrangements where legitimate concerns of representation arise.
It is therefore our respectful submission that similar attention should be given to the electoral concerns affecting Ijaw communities in Edo State.
Our Request
In the interest of equity, justice, and national cohesion, we respectfully call on INEC to:
- Commence a comprehensive review of the existing ward structures affecting Ijaw communities in Ovia South-West, Ovia North-East, and Ikpoba-Okha Local Government Areas.
- Conduct a fresh ward delineation exercise based on current demographic realities, geographical considerations, and constitutional principles of fair representation.
- Undertake field verification exercises in affected communities to determine the extent of electoral imbalance and under-representation.
- Engage traditional rulers, community leaders, civil society organizations, youth groups, women groups, and relevant stakeholders during the review process.
- Ensure that all affected communities receive fair and equitable electoral representation consistent with democratic standards and constitutional provisions.
A Matter of Justice, Not Privilege
This appeal should not be viewed as a request for special treatment but as a legitimate call for electoral justice and equal citizenship.
The Ijaw people of Edo State are patriotic Nigerians who have contributed immensely to national development. Their aspirations for fair political representation are consistent with the principles upon which Nigeria’s democracy is founded.
Addressing these concerns will strengthen public confidence in democratic institutions, promote social harmony, and reinforce the belief that every Nigerian community matters irrespective of location or ethnic identity.
The Need for Immediate Action
The continued neglect of these concerns may deepen feelings of exclusion and disenfranchisement among affected communities. Conversely, proactive intervention by INEC will demonstrate the Commission’s commitment to fairness, inclusion, and democratic progress.
History has shown that equitable representation remains one of the most effective tools for promoting peace, stability, and national unity.
Conclusion
We therefore respectfully urge the Independent National Electoral Commission to give urgent consideration to this petition and initiate the necessary processes toward fresh ward delineation in Ovia South-West, Ovia North-East, and Ikpoba-Okha Local Government Areas.
The quest for electoral justice is not merely a political demand; it is a constitutional imperative and a democratic necessity.
May fairness, justice, and equality continue to guide the actions of our democratic institutions.
