PANDEF Laments the Transition of Illustrious Scholar and Founding Board of Trustees Member, Prof. Turner T. Isoun, at 87

The Pan Niger Delta Forum (PANDEF), the foremost socio-political advocacy platform championing the collective aspirations of the Niger Delta region, has descended into profound mourning following the transition of one of its most intellectually formidable architects and founding Board of Trustees members, Professor Turner T. Isoun, whose demise has left an irreplaceable lacuna in Nigeria’s scientific, academic, and developmental landscape.
In a poignant and elegiac condolence message signed by its National Chairman, Ambassador Dr. Godknows Boladei, OON, and made available to journalists in Abuja on Tuesday, July 21, 2026, PANDEF described the late elder statesman as an extraordinary polymath, an indefatigable nation-builder, and an erudite scholar whose lifetime of exceptional accomplishments profoundly transformed Nigeria’s scientific ecosystem and the developmental trajectory of the Niger Delta.
According to the statement, the Isoun family confirmed that the distinguished scientist peacefully passed away in Abuja on Wednesday, July 15, 2026, at the venerable age of 87, bringing to a close a remarkable epoch characterized by intellectual virtuosity, patriotic service, institutional innovation, and unwavering commitment to national advancement.
PANDEF extolled Professor Isoun’s illustrious career, emphasizing that his scientific acumen and administrative sagacity elevated him to the highest echelons of academia and public service. Before attaining national prominence, he served as Special Adviser on Science and Technology to the Rivers State Government and subsequently became the pioneer Vice-Chancellor of the Rivers State University of Science and Technology, now known as Rivers State University, Port Harcourt, where his visionary leadership laid enduring foundations for scientific education and technological innovation.
The forum recalled that Professor Isoun’s stewardship as Nigeria’s Minister of Science and Technology during the administration of former President Chief Olusegun Obasanjo represented a watershed in the evolution of Nigeria’s technological renaissance. His tenure was distinguished by an unprecedented proliferation of strategic institutions that continue to underpin the nation’s scientific aspirations.
Among his monumental legacies, PANDEF credited him as the intellectual force behind the establishment of several transformative national institutions, including the Nigerian Institute of Biotechnology, the National Information Technology Development Agency (NITDA), the Nigerian Communications Satellite (NIGCOMSAT), the National Space Research and Development Agency (NASRDA), and the Galaxy Backbone Technology Hub. These institutions, the forum observed, have become indispensable pillars in Nigeria’s quest for technological sovereignty, digital innovation, biotechnology, satellite communications, and space exploration.
The statement further underscored that Professor Isoun’s scholarly eminence transcended national boundaries. His induction as a Fellow of the Nigerian Academy of Science and a Fellow of the African Academy of Sciences served as incontrovertible testimony to his global intellectual stature and immeasurable contributions to scientific inquiry, research, and higher education.
Beyond his celebrated accomplishments in government and academia, Professor Isoun remained passionately devoted to environmental sustainability and educational development. He established the renowned Wetland Centre in Yenagoa, Bayelsa State, a pioneering research institution dedicated to ecological preservation and wetland studies. He equally served as the Pioneer Chairman of the Bayelsa Education Trust Fund and emerged as one of the founding leaders of the influential Rivers Study Group, where he consistently championed evidence-based policy formulation and regional development.
In recognition of his extraordinary services to the Federal Republic of Nigeria, the late statesman was decorated with the prestigious national honour of Officer of the Order of the Federal Republic (OFR), a distinction befitting his monumental contributions to nation-building.
Reflecting on his indispensable role within PANDEF, the organisation recalled that Professor Isoun was among the foremost intellectual architects who meticulously crafted the historic 16-Point Agenda—a comprehensive developmental blueprint designed to address decades of infrastructural deficits, environmental degradation, economic marginalisation, and socio-political inequities confronting the Niger Delta. The agenda was formally presented to former President Muhammadu Buhari on November 1, 2016, and remains one of PANDEF’s most consequential policy documents.
The forum also disclosed that, in an act of exceptional altruism and unwavering commitment to the Niger Delta cause, Professor Isoun generously donated the Wetland Centre in Yenagoa to serve as PANDEF’s temporary National Secretariat—a facility that continues to function in that capacity nearly a decade later. This singular act, according to the organisation, epitomised his selflessness, patriotism, and enduring dedication to regional cohesion.
Describing his demise as an incalculable loss, PANDEF declared that the vacuum created by the departure of such a cerebral colossus would be profoundly felt across Nigeria’s scientific, educational, and socio-political spheres. Nevertheless, the organisation reaffirmed its unwavering resolve to perpetuate his ideals, preserve his intellectual heritage, and sustain his lifelong advocacy for justice, equity, scientific advancement, and the holistic development of the Niger Delta.
PANDEF extended its heartfelt condolences to the Government and people of Bayelsa State, the people of Odi Community, his beloved wife of sixty years, Mrs. Miriam Isoun, his children, grandchildren, associates, and the entire Isoun family, praying that they find solace in the extraordinary legacy he bequeathed to humanity.
As a demonstration of profound respect and institutional gratitude, PANDEF directed all its branches across Nigeria and in the diaspora to observe a three-day mourning period commencing Tuesday, July 21, 2026, while noting that comprehensive funeral arrangements would be communicated by the bereaved family in due course.
Professor Turner T. Isoun’s transition marks the end of an extraordinary chapter in Nigeria’s intellectual history. Yet, like all great visionaries whose accomplishments transcend mortality, his influence shall continue to reverberate through the institutions he established, the countless scholars he mentored, the transformative policies he inspired, and the enduring developmental ideals he championed.
