As concerns continue to mount among beneficiaries of the Presidential Amnesty Programme (PAP) over the delay in the payment of monthly stipends, the United Niger Delta Amnesty Delegates Network (UNDADN) has appealed to ex-agitators across the region to remain calm, patient, and supportive of the current administration of the programme.
The group, led by Chairman Engr. Ebi Temile, said there was no justification for panic or hostility toward the Administrator of the Presidential Amnesty Programme, Dr. Dennis Otuaro, whom they described as a committed leader navigating difficult national economic realities.
Speaking on behalf of the network, the leaders acknowledged the frustrations being experienced by thousands of beneficiaries whose livelihoods depend substantially on the monthly stipends. However, they maintained that available indications suggest that the delay is not a deliberate act by the PAP administration.
According to the group, Nigeria is presently facing significant economic pressures, and government agencies dependent on federal allocations often experience operational bottlenecks that can affect the timing of disbursements.
The delegates argued that if the required funds had been released to the Amnesty Office, there would be little reason for the administrator to withhold payments from beneficiaries.
Economic Realities Affecting Government Programmes
The network noted that while previous PAP administrations occasionally explored alternative arrangements to ensure timely payments, the current economic climate presents a markedly different challenge.
Nigeria continues to grapple with fiscal constraints, rising debt servicing obligations, inflationary pressures, and competing national priorities. These realities, the group said, inevitably affect the cash flow available to various government intervention programmes.
For this reason, the organization urged beneficiaries not to jump to conclusions or allow misinformation to create unnecessary tension within the Niger Delta.
Why Ex-Agitators Should Exercise Patience
The appeal by the United Niger Delta Amnesty Delegates Network appears to be supported by several developments associated with the current PAP administration.

The group expressed optimism that the pending stipends would be paid once the necessary financial processes are concluded and called on all beneficiaries to continue supporting efforts aimed at preserving peace and development in the Niger Delta.
“As difficult as the present situation may appear, patience remains necessary. We are hopeful that the outstanding payments will be made soon, and we encourage all delegates to remain law-abiding and peaceful,” the network stated.
